Registration for CDHS Training Events
The Statewide Training Automated Registration System (STARS) program was developed to help make registration a quick and simple process for staff development coordinators, agency representatives, and others who must register participants for training events and conferences.
Agencies that are not yet STARS users can easily obtain information about the STARS program, set up a new STARS account, and then receive necessary follow-up assistance and support. To obtain assistance with installing or navigating the STARS program, the staff development coordinator or agency representative can e-mail STARS Support or call the STARS Support Help Desk 8:00 a.m.– 4:00 p.m. Monday through Friday on business days.

How to Register
- Register through STARS
During the open enrollment period, STARS users can register trainees directly through the STARS Web Site. - or -
- Fax the Registration Form
If the open enrollment period is over or if your agency does not yet have access to STARS, use the registration form included with the original training announcement to register training participants. Registration forms can also be downloaded from the STARS Training Calendar. Completed registration forms should be faxed directly to: CDHS Registration Services Fax Line: (716) 796-2202

Trainee Registration Guidelines
- Complete all registration as soon as possible in order to avoid the possible cancellation of a training event as a result of low enrollment.
- Be sure to verify and include e-mail addresses for both the trainee and the agency contact person.
- Be sure to include the complete street address of the trainee’s work location so that materials shipped by CDHS/Research Foundation will be received by the trainee in sufficient time to prepare for the training event. (The CDHS/Research Foundation carrier does not make deliveries to PO boxes under any circumstances, so including the full address (street number, street name, city, and zip code) of the trainee’s workplace is mandatory for all registered training participants.)
- If a situation arises that would require any type of nonstandard registration arrangement, prior approval must be obtained. If exceptional circumstances dictate any special registration services, the agency representative must obtain necessary approval directly from the course information contact person whose name is listed at the end of the training announcement. Only the training provider can enter partial nominations into the STARS database.
- Remember that trainees are required to use the most cost-effective mode of transportation when traveling to and from the training site. In certain instances, however, other forms of transportation may be covered by the nominating agency. (For additional information, contact the agency representative and refer to the Trainee Travel section for specific rules and guidelines.)
- Remember that all air travel must be pre-approved by the training provider (unless the nominating agency has already agreed to pay for the training participant’s air travel expenses).
- Check the Confirmation Memo as soon as it arrives in order to be sure that the expected arrival and departure dates and times are correctly listed. If there is any discrepancy, contact CDHS Registration Services at (716) 876-7600 between 8 a.m. and 4 p.m. on business days or e-mail CDHS Registration Services as soon as possible in order to avoid charges for the room reservation.
- If it becomes necessary to make a last-minute cancellation, be sure to contact CDHS Registration Services to avoid charges for a reservation no-show or late reservation cancellation. Call Registration Services at (716) 876-7600 before 3 p.m. on the day before the reservation date (or by 3 p.m. on Friday for a Sunday reservation) or e-mail CDHS Registration Services regarding the cancellation as soon as possible in order to avoid charges for the room reservation.
- If it becomes necessary to cancel a room reservation after normal CDHS business hours, call the hotel directly. This should be done as soon as possible to avoid costly charges for no-show reservations and last-minute cancellations. The phone number is shown on the Confirmation Memo.

Registration Acceptance
- After the open enrollment registration deadline, the director of the CDHS/Research Foundation training unit offering the training will make determinations regarding the final selection of training participants, based on nominee priority ranking and other factors.
- When the training participants have been accepted into a training delivery, notice of Training Confirmation will appear on the STARS Web Site and a Confirmation of Acceptance Memo will be e-mailed to both the primary contact/agency representative and the designated participant (if the participant’s e-mail address was included on the registration form).
- When an individual is not accepted into a training delivery, a Non-Acceptance Memo will be e-mailed to both the primary contact/agency representative and the nominee. Information about future training offerings will also be included (if available).

Withdrawals/Cancellations
Withdrawal by Trainee
If it becomes necessary for a trainee to withdraw from a training event, the agency contact person should e-mail CDHS Registration Services as soon as possible or call the number below so that the training slot can be made available to another applicant.

Cancellation by CDHS/Research Foundation
Every effort will be made to offer all training events as they appear in the CDHS/Research Foundation Training Calendar, but CDHS/Research Foundation reserves the right to cancel any event for which there is insufficient enrollment or in the event of an emergency.
- In the event that a training offering must be cancelled because of low enrollment, CDHS Registration Services will notify the primary contact/agency representative by e-mail. The agency person will then be responsible for notifying the trainee directly regarding the cancellation.
- In the event that a training offering must be cancelled as a result of adverse weather conditions or some other emergency, a message to that effect will be made available on the main CDHS/Research Foundation telephone line.

- If you do not find the answer to your question, you can e-mail CDHS Registration Services or call CDHS Registration Services 8:00 a.m.–4:30 p.m. Monday through Friday on business days for personal assistance or to make a request.

If they cannot address your concerns directly, they will contact the unit director in charge to obtain the needed information and then provide a prompt reply.
